Goyang MICE Support Program

Support Overview

Supporting stage

  • Bidding, promoting, and hosting stage of business events


Eligibility 

  • International Conference, Domestic Conference, Corporate Meeting, International Event 


Qualification

  • The applicants shall execute the budget first within the approved subsidy amount → The subsidy will be remitted after reviewing all the result reports submitted


Application Process


1.  Verifying application notice
Appicants can find the notice in the website  
2. Submitting application docs
Applicants apply for the support at least 2 months in advance for each stage of bidding, promoting, and hosting of business events


3. Screening and Evaluating
Goyang CVB reviews the application docs by its internal screening criteria, and notify the results to the applicants


4. Reporting the results
Applicants hold business events and submit the final reports within 20 days of the event's end.
5. Reviewing submissions
Goyang CVB reviews supporting documents to confirm their eligibility 
6. Remitting the subsidy
Goyang CVB remits the subsidy to the applicant after all the review is finished

Supporting each step of business events

Bidding Support (Maximum 10 million KRW)

  • Description: Supporting overseas activities to attract MICE events which have yet to be confirmed to be hosted in Goyang
  • Range of Support
    Administrative Support

    • Consultation on bidding          

    • Support letter for winning the bid

    • Materials for preparing a proposal  

    • Goyang promotional video and Welcome Kit1

    • Overseas joint bidding activity (to be discussed in advance)  

    • Goyang field visit

    Financial Supportf

    • Production costs for souvenirs and promotional materials

    • Production and printing costs for proposal presentation

    • Overseas official banquet or performance cost

    • Production cost for booth installation 

    • Flight and accommodation fees for the bidding entity2

※ Support shall be provided for up to two persons, including one representative from the bidding organization (including an agency, if applicable).

※ Airfare shall be limited to economy class, and accommodation shall be limited to a standard room.

※ Support shall be provided only for the official event period.


Promoting Support (Maximum 5 million KRW)

  • Description: Supporting overseas promotion activities for the latest event and the event before that to attract more participants to MICE events finalized to be hosted in Goyang
  • Range of Support
    Administrative Support

    • Promoting the event on Goyang CVB’s social media channel

    • Goyang promotional video and Welcome Kit1

    Financial Support

    • Production costs for souvenirs and promotional materials

    • Overseas official banquet or performance cost

    • Production cost for promotional booth installation 

    • Flight and accommodation fees for the promoting entity2 

※ Support shall be provided for up to two persons, including one representative from the bidding organization (including an agency, if applicable).

※ Airfare shall be limited to economy class, and accommodation shall be limited to a standard room.

※ Support shall be provided only for the official event period.


Hosting Support (Maximum 30 million KRW) 

  • Description: Supporting all relevant activities of the MICE events to be held in Goyang within the current year
  • Range of Support
    40% of the total support

    ※ Choose ONE of the following items:

    1. Venue rental fee

    2. Accommodation for invited speakers
      (Accommodation for the secretariat is NOT eligible)

    3. Official banquet expenses3
      (e.g., official lunch/dinner, coffee breaks, etc.)

    ※ If a company located in the Goyang MICE Incubation Center is utilized for the item below, an additional 5% of the total subsidy will be provided.

    • Equipment and system rental fees4

    • PCO / agency service fees

    • Promotion & marketing expenses
      (e.g., website development, advertisements, etc.)

    20% of the total support

    ※ Choose ONE of the following items:

    • Use of local commercial districts and alley businesses (restaurant, cafe, etc.)

    • Engagement of performance companies

    • Production of Goyang souvenirs

    • Operation of Goyang tour programs

    • Shuttle bus rental and operation5

1. Welcome Kit: Goyang promotional materials and souvenirs 

2. Flight and accommodation fee for the bidding/promoting entity: A maximum of 2 people, including the bidding/promoting organization (1 person from an agency) may be supported with an economy class flight ticket and a standard room for accommodation ( limited to during the event period) 

3. Performance or official banquet: Can be used limited to the events specified in the official schedule (ex: Welcome reception, gala dinner, welcome lunch or banquet, etc.) 

4. Meeting equipment rental: Only apply to equipment rental, not booth installation However, exhibitions held by a company in Goyang may use the budget for exhibition hall equipment 

5. Shuttle bus: The travel routes should be discussed in advance

Details by business event

International Conference (Maximum 30 million KRW, depending on size)

Eligibility

1.  A conference held in Goyang by an international organization, institution, corporation, or group that meets all of the following requirements*

  • International participants from 3 or more countries
  • 100 or more participants in total, of which 50 or more are international participants
  • Conference held for 2 days or longer

2. As an international meeting in accordance with ICCA criteria, it must meet all of the following 

  • Rotates among at least three countries/territories 
  • Attracts at least 50 participants face to face
  • Held with a certain frequency (annual, biennial, triennial, etc)
  • Organized by an international association or society


  ※ * is based on the 『Article 2 of the International Conference Industry Promotion Act』

  ※ Eligible to apply if satisfying 1 of the 2 conditions above

  ※ However, when applying with the conference with sub-exhibition as an international conference, 

     only a separate meeting room outside the exhibition hall will be permitted

  ※ Meetings must last at least 4 hours per day

Required

① 100% of the total subsidy shall be spent on companies located in Goyang6

② On promotional materials (banners, program leaflets, X-banners, etc.): Display the logo of the Goyang International Expo Foundation, indicating it as a sponsor7

Domestic Conference (Maximum 10 million KRW, depending on size)


Eligibility
  • Held in Goyang in 2026
  • Minimum of 100 participants
  • Duration of at least two days
  • Meetings must last at least 4 hours per day
Required

① 100% of the total subsidy shall be spent on companies located in Goyang6

② On promotional materials (banners, program leaflets, X-banners, etc.): Display the logo of the Goyang International Expo Foundation, indicating it as a sponsor7

Corporate Meeting (Maximum 30 million KRW, depending on size)

Eligibility
Corporate meeting held in Goyang hosted by a corporation meets all of the following requirements
  • 100 or more total participants
  • 30 or more international participants
  • Held for 2 days or longer


※ Meetings must last at least 4 hours per day

Required

① 100% of the total subsidy shall be spent on companies located in Goyang6

② On promotional materials (banners, program leaflets, X-banners, etc.): Display the logo of the Goyang International Expo Foundation, indicating it as a sponsor7

International Event (Maximum 30 million KRW, depending on size)

Eligibility

International event held in Goyang based on global networks with the purpose of attracting or increasing international tourists 

meets all of the following requirements
  • 300 or more total participants
  • 100 or more international participants
  • Held for 2 days or longer

※ Meetings must last at least 4 hours per day

Required

① 100% of the total subsidy shall be spent on companies located in Goyang6

② On promotional materials (banners, program leaflets, X-banners, etc.): Display the logo of the Goyang International Expo Foundation, indicating it as a sponsor7

  • Evaluation Method: The subsidy amount shall be calculated based on the basic criteria. An additional 5% shall be added for each additional criterion fulfilled.

⑥ Official Declaration to Rehost the Event in Goyang within Two Years After the Event (by 2028)13

8. Biotechnology, Medical and Healthcare, MICE, Floriculture, Broadcasting, Information and Communication Technology (ICT) 

9. At least two middle-aged or young MICE professionals trained by the Goyang CVB, assigned as event staff  

10. Refer to the items below: 

① Paperless Event: With no use of single-use printed materials, utilizing digital alternatives such as LED displays and DID. 

② Eco-Friendly Programs: Tree-planting activities, Luncheons and dinners featuring local food, donation events, etc. 

③ Environmental Certifications by the Organizer: ISO 20121, Eco-Label Certification, Green Certification, EarthCheck, GreenKey, etc.

11. Utilization of at least one company residing in the Goyang MICE Incubation Center (PCOs, agencies, rental providers, etc.) 

12. Fulfillment of total room blocks during the MICE event, as listed below  (*Mandatory submission of hotel rooming list with the final report)

① International Conferences, Domestic Conferences, and International Events: At least 20% of all participants

② Corporate Meetings: At least 50% of all participants

Application Procedure

How to apply

  ○ Application Period: From the announcement date until yearly budget depletion 

  ○ Due Date: Submitting at least 2 months before executing each stage of bidding, promoting, and hosting of business events

  ○ How to Apply: Applying through the Goyang MICE Support Program Website (support.goyangcvb.com)

  ○ Notification of Results: Notified with an official letter after Goyang CVB's internal evaluation and reviewing

  ○ Eligible Applicants

  1. Domestic hosting and organizing entities (academic societies, associations, groups, institutions or corporations, travel agencies, companies)
  2. Domestic organizations delegated by domestic hosting and organizing entities (PCOs, PEOs, MICE facilities, travel agencies, etc.)
  3. Domestic organizations delegated by or co-hosting (co-organizing) with overseas hosting entities

       ※ ② and ③ require submission of a power of attorney

① 1 copy of the official letter under the name of the event organizer

② 1 copy of the event plan (including the budget execution plan)

③ 1 copy of the business registration or unique number Certificate

④ 1 copy of the memorandum of implementation

⑤ 1 copy of the event revenue lease agreement* or quotation

   * When applying for exhibition support, the lease agreement is required

⑥ Proof of agency delegation (1 copy each of power of attorney, contract, agency’s bankbook, agency’s business registration, and organizer’s official letter)*

   * Only applicable groups are required to submit

① 1 copy of the official subsidy request letter in the name of the event organizer

② 1 copy of the settlement report

③ 1 copy of the settlement/expenditure document for each item that the subsidy is used

  - Tax invoice, bank transfer statement, copy of a corporate card, etc.

  - All pages must be stamped with a certified true copy seal. Simple receipt is not acceptable

④ Proof of sponsorship text, logo insertion, and event photos

⑤ Proof of additional points items

⑥ 1 copy of the bankbook of the organization receiving the subsidy

⑦ 1 copy of the participant list (including the parcipant's name, affiliation, email, nationality)


※ All result reporting documents must be submitted in the original copy by mail within one month after the end of the event

Important Notes

  • Business Events not eligible for support: Events hosted or organized by Korean government or local governments, religious or political events, B2C-oriented sales events
  • VAT and bank transfer/remittance fees are not be supported
  • Subsidy is to be remitted to the applicants within the final approved amount  after the assessment of the result report
  • When receiving support from other organizations such as the government, government-related organizations, or other local governments, you cannot execute the subsidy on the same item (no duplicate support for the same item)
  • All expenditures made with the subsidy must be made by bank transfer or a card in the name of the representative or corporation. Cash transactions will not be accepted under any circumstances
  • Changes to event plan (contractual lease area, event duration, event name, event venue, etc.), changes to budget items, changes to support items applying for subsidy, changes to business or business name (company name, representative, address, etc. per the business registration), and other changes must be notified in advance and approved.   
  • When an overseas organizer applies for the subsidy, it can only be issued to a ‘domestic agency’ officially contracted by the overseas organizer
  • The subsidies approved in the year of application will not be carried over to the following year
  • If the results of the event decreased over a certain percentage compared to the plan, the subsidy may be canceled or reduced
  • Active cooperation is required when requested of organizers and participants survey and monitoring and feedback on the support system

Conditions for Reduction and Cancellation of Subsidy

If the total number of participants or the number of foreign participants decreases by 20% or more compared to the support application,

the subsidy amount will be recalculated based on the final number of participants

Subsidy Cancellation and Application Restrictions
  • Failing to submit the result report and settlement report within 20 days after the end of the event
  • Intentionally submitting false documents when applying for or support or reporting results, or if there are significant defects in the submitted documents
  • Failing to fulfill the conditions of the subsidy payment
  • When causing social harm after being notified of support or even after the subsidy is issued
  • If the event location is changed after receiving administrative and financial support from Goyang Convention & Visitors Bureau
  • If the sponsorship or logo is used without permission at non-approved events (including ancillary events)  

             → If any of the above applies, the subsidy will be canceled and/or confiscated, and the organization will be ineligible for applying for the next 3 years
